About KILA

 

The Kerala Institute of Local Administration, established in 1990 under the initiative of the Department of Local Self Government (LSGD) of the Government of Kerala, is a nodal institution for training, research, documentation and consultancy in the area of Local Governance.  Along with training and policy oriented research, KILA organizes seminars, workshops and discussion on various issues relating to Local Governance and Development.    KILA is working with a mandate from the Government of Kerala  to develop into an institution of distinction.  KILA is one among the 6 Regional Resource Centres of the country that caters the needs of southern states.  The institute has expertise in areas like Decentralised Planning, Local Governance, Dalit Empowerment, Local History, Information Technology, Social Audit, Financial Management, District Planning, Praxis Intervention and Micro Enterprises.  In addition to the permanent core faculty members, KILA has got a pool of eminent resource persons with academic, administrative and field experience.  Further, we have an excellent network of field level honorary extension faculty.

 

Collaboration with other agencies

KILA is able to carry out a vide variety of programmes covering various areas and target groups, thanks to the support it receives from various agencies.  We receive support from Ministry of Rural Development, GoI, HUDCO, National Institute of Urban Affairs (NIUA) and UNDP and have collaboration with Institute of Management in Government (IMG), State Institute of Rural Development (SIRD) and Human Settlement Management Institute (HSMI), New Delhi. 

 

Location

KILA is located at Mulakunnathukavu, about 10 Kilometers from Thrissur railway station. The nearest Airport is Cochin International Airport, which is 75 kilometers away from KILA.

 

National Level Course on Decentralised Governance

People and governments of developed and developing countries all over the world have started evincing interest in decentralised governance for the last few decades.  In India after the 73rd and 74th constitutional amendments various states have started to devolve more power and funds to Panchayati Raj Institutions and Urban Local Bodies.  Among such states Kerala is a pioneer.  The IX Five Year Plan was formulated, implemented and monitored in the state with People’s Plan Campaign.  At present the process of decentralised planning and governance is being institutionalised.  Other states are also moving along the same road and they too have initiated the process of devolving more functions, functionaries and funds to PRIs.  The National Level Course provides an opportunity to the participants to learn more about the evolution and functioning of decentralised governance in Kerala.

i)              Elected Representatives of PRIs

ii)             Officials of PRIs

iii)           Faculty of training institutes for PRI functionaries

iv)           NGOs.

 

Objectives

1.            To sensitise the participants on the theory and practice of decentralised governance

2.            To provide the participants and opportunity to learn the history of decentralisation of power and the procedure of local level participatory planning and implementation of Kerala with a view to replicate it in their own states

3.            To familiarise them with the strengths and weaknesses of decentralised governance by exposure visits and interactions

4.            To promote national integration by getting to know other parts of the country.

 

Course Structure

The training delivery is participatory in nature consisting of presentations, interactions and field visits.

 

Presentations

·              Philosophy and practice of democratic decentralised governance

·              History of decentralised governance

·              Participatory plan formulation and implementation in Kerala.

 

Each presentation is followed by interaction and discussion.

 

Field Visit

·              Visiting various LSGs three tier panchayats.

·              Visiting beacon projects implemented by panchayats.

·              Interaction with Elected Representatives, Officials and beneficiaries.

 

Other Activities

-       Visiting places of historical importance and tourist centres

-       Cultural programmes.

 

Duration

5 days.  Once in every two months.

 

Accommodation

Food and accommodation are provided in the Guest Houses of KILA.

 

Course Fees

Rs. 7,000/- per participant.
